My neighbor is loud and obnoxious. What can I do about it?

If residents cannot resolve a situation between themselves, then call the police since there is a noise ordinance against loud noise and disruptive behavior. Also and contact the property manager by submitting a complaint. There are rules and regulations that that the HOA can enforce, but it helps your case if you contact the police in concert with the HOA. You may also file a complaint with multiple parties in your neighborhood and submit that complaint to the police.
